Ammonium Nitrate is widely used as a high-nitrogen fertilizer. When it is combined with fuel oil it forms an explosive which is commonly used in mining, now increasingly being used to manufacture improvised explosive devices, known as fertilizer bomb. It was most recently found in Mumbai blasts of July 2011.
GoI has moved to declare fertilizer having more than 45% of the chemical as an 'explosive' under the Explosives Act 1884, which will restrict its production, sale and distribution. Hamid Karzai banned the production, sale, and use of Ammonium Nitrate after it was found to be used by Taliban in bomb attacks.
